The extra features an i7 has aren't something most games these days (especially Skyrim and/or Wow) will even be able to take advantage of, to the point where unless you're doing other stuff than just gaming (streaming, video production, rendering, ect), it's just not worth the extra $100. Outside of that, I wouldn't buy an i7 for gaming unless you were planning on streaming. You can effectively manage a build about the size of a shoebox and put it anywhere on a small desk, even hide it behind the monitor if space is really an issue.

If space is a concern, you can build a really nice ITX or MATX PC with a smaller form factor so as to take up significantly less space than a full sized ATX tower would. In fact, unless you absolutely have to have a notebook PC for portability reasons, I would go with a custom desktop. The lower memory bandwidth (128mb) is going to choke some games and you're going to hit the limits of the graphics card a lot sooner than if you went with a desktop and a GTX 760. The GTX 860m is basically the laptop version of a GTX 750 ti. It's hard to tell until you buy the machine and test it out, especially since it's a generation of graphics cards that isn't even available on desktops yet.

Skyrim should be able to play on Ultra with high FPS, so long as you don't use a ridiculous amount of mods and texture packs. Generally speaking though, you should be able to easily get 60+ FPS on Ultra settings if you're doing rated pvp, dungeons, 10m raiding, or solo adventures. WoD is supposed to be improving the way the game handles reading/writing data, processes textures/spell effects, and lowering the processing power involved with playing the game, but there's no telling how these optimizations are going to work out until WoD launches and everyone is playing.

Even the best i7 desktop machine is going to be bogged down during high populated areas, there's just no way around that at this point in time. You're going to be able to play on Ultra rather easily, though you will still experience frame drops in crowded areas, especially during combat.
